Need advice about aggressive neighbour

Hi all
Looking for some advice about my neighbour. We have lived in a small village for 10 years and have 3 young boys. My next door neighbour was housed next door about 2 years ago by the local council. She is a herion addict and has a 10 year old autistic son who social work are heavily involved with as there are concerns for his welfare. She got an XL Bulldog about 5 months ago who she does not walk (at all), locks him up in the kitchen for hours while she sits in her room doing drugs and blares music to drone out the sound. We live in a mid terrace house and have right of access through her garden to take bins out etc. I contacted the council who informed me she is breaking the law by not muzzling it in an area that is shared access and to contact police. I have spoken to her numerous times and she's refused saying that it's her property and we have no right to access. Our title deeds clearly specify that we do! She has become aggressive and approached me in the local shop yesterday while I was with my 3 year old. She was shouting and swearing and in my face so I contacted the police. This was yesterday and still heard nothing. The RSPCA have said they can't do anything, council have said it's a police matter and now the police seem to be doing nothing! I'm scared for my own safety and that of my older 2 boys who come and go with friends. She is unhinged and has a lot of druggies coming and going from the house. I don't know who else to turn to as I've went through all the proper channels and seem to be drawing a blank everywhere. The staff at our local shop witnessed her coming up to me yesterday and I have told the police all this on the phone. We have lived here peacfully for 10 years without a single issue with anyone.Any advice would be much appreciated. TIA

I would say that if SS are involved then they will be dealing with her and her DC. Regarding the dog, what happens when you take the bins out? Is it out in the garden? I'd get back onto the council to say that you can't get to the bins as the dog is unmuzzled in an area where you have legal access. I'd also log it with 101 each time you need access and can't because of the dog. Im not sure what the council/police would do, but I'd be making a point of reporting it every single time I needed access. I might also be speaking to SS that you have access through there and your child is at risk. Again, I suppose you wouldn't risk taking your child that way, but sometimes you really have to get on at all the agencies for someone to take you seriously. Good luck, it sounds awful.

Thank you @RosieCosy I've had no option but to put the bin out in the front, which isn't ideal as the kitchen is at the back of the house so I'm having to take bags of rubbish through the house to put them in the bin. Thanks for advice about calling 101 when I can't use the access, I will start doing this. I understand SS are trying to rehabilitate these type of people into a community but she's been a menace since she moved in. We are bearing the brunt of it being next door but she has caused problems for a quite a few people in the street. It's a complete nightmare to go from having a happy peaceful place to live and it turning into this!

I would NOT alter my access, and perhaps forget to shut the gate to the street?

I would get a camera up at the back with sound, so if she starts again or you have problems with the dog, you have proof.

Keep a diary on every incident time date etc and keep reporting her to the police and the housing. I would go to the CAB as well. Maybe go to a solicitor as well and see if they can offer any advice. She has totally crossed the line.

I have an aggressive neighbour, you have my sympathies.

Absolutely agree with PP who suggested getting a camera. My neighbour has been using her car to push my parked car down the street I’ve caught it on camera and sent it to the police and logged it.

Is your 3 year old in school yet (mine started at 3) if so, tell their teacher what’s going on. If they are worried about an xl bully then it may help you.

I would get on to SS about the dog

I had an issue with a neighbours dog, they had a baby and all credit to them the SS & HV's did take action which got the message over
