Contact the LA directly when no reply?

Hi, need some advice here😬. We've shown an interest in a toddler we saw on an exchange day back in September. Our family finder has made several calls and send emails in order to find out who the child's social worker is as the LA has a generic email address. No one ever called back and she's had 0 responses to the emails.
We then sent an expression of interest via LinkMaker but that gave us also no results. So far all Local Authorities have sent emails back saying "not a strong enough match" or "already matching with another family" but this LA has been quiet for months and her profile was never removed as we had it bookmarked. We therefore concluded that she must have been matched and they forgot to delete her profile.
However yesterday there was a new picture on her profile, some of the text was changed and there was a video that wasn't there the day before.
Matching is frustrating at the best of times but it's almost as if they're ignoring us. We did notify our family finder and social worker about it, but is it wise to call the LA's adoption team directly and enquire? Or is that not done/frowned upon?

I’d send another expression of interest via Linkmaker, it sounds like the child’s SW may have changed and may not have seen previous contact made about you. I’d not contact them directly outside of the site because they don’t know who you are, what your interest is and most likely will direct you back to linkmaker and your SW/family finder.
