Piper. But mainly because I'm an Orange is the new black fan.
I like both though. I think it depends what goes best with your surname or other sibling names if you really can't choose between the two

Piper, as it sounds nicer than Harper to me. Also, the Beckham connection would put me off choosing Harper.

They’re both revolting, sorry!
But I’d sooner call my child after an acclaimed author than a drug mule, so it would be Harper for me.

Neither. I'd never use a name a celeb has chosen. It just screams of chaviness. Piper also sounds like your are trying too hard. Sorry.
