So is it okay to send an email to enquire if it is still open?
Something like this...

Hello

I have seen your advertisement for the vacancy of Business administrator on xxxxxx posted 11/07/2016. There is no closing date on the advert .

Could you let me know if the vacancy is still open please.

Regards

Is this okay or do I need to change something to make it okay? Ive not applied for a job for many years.

It usually means they are assessing applications as they come in and will close it when someone suitable applies.

Send your resume and letter in. Good luck!

I would probably not start the message with "Hello" but rather Dear (whoever you are meant to be applying to).

Also i would just go ahead and apply for the job, fulfill all the requirements - CV, cover letter etc.

I don't think there is any need to ask whether the vacancy is still open.
