Tattoo area still tender one month later

I had an extensive tattoo across my stomach, just over a month ago: the skin has healed really well, and looks fine.
But the area feels tender when I wear something constrictive across it, eg leggings waistband, or tights: is this a normal thing, and how long does it take to settle?

Mine took about six weeks to heal on my hip and I still feel a little tenderness now about a year later.
