Work trousers for the short and round

I have been searching for and failing to find work trousers for ages.
I'm 5'1" and a size 12. I have big hips, bum and thighs.
I want trousers that continue to cover my arse if I bend over or crouch down.
I need them to be hardwearing and ideally made of natural fibres.
Smart but don't need to be suit trousers.

How is this so hard to find?
