Concord Neo - is the brake issue really solved?

Wondering if anyone has any feedback on the Concord Neo Travel System? I love the looks and features of this set, but I've seen a number of complaints about the braking system from 2007/2008 reviews and chat posts.

Apparently the brakes have been completely redesigned in 2009 and there are no longer problems? Has anyone who has recently purchased this set provide feedback/advice?

My other options are the Icandy Peach or the Bugaboo Bee. As you can see, I'm still all over the place when it comes to making a pram decision!
