Most prep schools don't seem to offer the 15 hours funding to two year olds. Is that because they don't want disabled or poor kids coming to their schools? Another annoying thing is they only offer 15 hours funding, but not the 30 hours funding when both parents work. If some nurseries are able to get away with not offering funded hours, what would stop all of them doing it? There should be some legislation in place for this, or it can be discriminatory...

Plenty of non prep nurseries and other providers don't offer them either, because the funding is so low it doesn't cover the cost of providing the place.

You can't force a privately run business to offer places at below cost. Some will choose to do so of course, by limiting the offer and/or requiring additional hours if taken to be at full cost, for example, to recoup some of the revenue, but it would never be compulsory.

There is already a mass exodus of staff in the sector.
