Am I right in understanding that 'Two weeks Tuesday' means two weeks from the next Tuesday to occur, and not two weeks from this week and the Tuesday within that week?

Or is it me who misunderstands and is a week out?

To me that would mean 2 weeks from next Tuesday, yes.
