Challenges with 14mo

I'm still finding it SO hard to try and get 14mo DD2 to lie still to have her nappy changed, go in the car seat or in the pushchair.I know some resistance is normal but I don't remember DD1 being this difficult with it all especially this young, even though she has always been a very lively and headstrong sort of character!
We have tried distraction with food/toys/books/singing and 'novel' items she isn't usually allowed.Nothing works now.

She is also regularly hitting me/scratching my in the face and pulling my hair and does this to her sister aswell (this is not learnt behaviour) Obviously she is still a baby so I'm not going to raise my voice at her/tell her off for behaviors she can't control yet, however I do calmly tell her 'no, ow that hurts' especially if it's her sister as sometimes it makes her cry and I want her to see we are being fair and fighting her corner, although I do also explain that baby isn't doing it on purpose.

It seems to have developed into abit of a cause and effect game, as she often says 'no' as she does it.
I do try to use diversion tactics and engage in play with her as she seems to do it when she wants attention or is bored (she does get plenty of attention) or else when I've not let her so something and she is frustrated.
I know these behaviors are normal for toddlers, but 14mths just seems so young for what we are seeing!
Wonder if anyone has any other helpful tips of how to respond?
It's getting quite draining and stressful, especially when I've barely had much sleep as she is up every 1-2 hrs at the moment at night.

I play the nappy change song by the baby club on my phone for 12month old DS - works a charm

I get my son to help by holding the clean nappy, which he likes doing. Also as soon as I pull his vest up his tummy gets kissed (which he finds hilarious), sometimes with a surprise raspberry. Think it's created positive associations, so 90% of the time nappy changes are uneventful

Forgot to add getting her dressed or putting her coat on is also a huge battle...feels like I'm spending so much time trying to pin her down!
