CAN WE MAKE A WORLD SAFE FOR OUR CHILDREN?

Every century or so, the humanity produces a leader that is causing immense suffering to millions of people. Why is this happening? Could this be avoided somehow? prevented? Ancient philosophers seem to doubt it:

‘‘Only the dead have seen the end of war’’. Plato: “At his best, man in the noblest of animals; separated from the law and justice he is the worst”. Aristotle.

Think about it: its true; human can behave like any animal, human will kill even when he is not hungry and not acting is self-defence (unknown amongst animals), human could torture another being well beyond the impact needed for killing (which no animal will do).

Some nations have never started wars, and merely participated in them in self-defence. Other nations have repeatedly behaved belligerently, over long periods of their history. Is this because they are akin to different types of animals, such as antelopes and alligators in the above two examples? Do people of one nation all share a similar temperament and behaviour patterns - as if they belong to the same type of animal group?
