Ex partner homeless

Hi all! I have a dilemma. My ex partner and father to my daughter is currently sleep rough and has fallen on hard times so is without a job. We didn't have a great relationship, was very toxic. I let him come over to have a shower and food yesterday and I washed his clothes and I just felt terrible. He's presented himself to the council and they were unable to help him due to the shelter being full and was told to stay with family and friends. I don't know what to do. It breaks my heart he's out in the cold, sleeping rough. I have offered for him to stay once a week as I'm worried if I offer him to stay permanently it'll just become a toxic environment. He's got a couple of job interviews lined up but I feel a terrible person. He has no family but a cousin and she can't help. He asked if he could pitch a tent in my garden where hes safe and he wouldnt bother me. I'm really unsure what I can do, I feel such a terrible person. Please can someone give me advice?
