Help! Trying to set up a community cupboard

And I’m finding it so hard to work out what I need (aside from the actual cupboard, food donations and space).

Public liability insurance? Food certification?

basically - there is a space outside the front of our house where we could put one. Community can donate bits, community can also take bits. There’s one half a mile away which is very popular so I know there’s a need for it, but spoken to council and they can’t advise anything. Spoken to local one and they didn’t have much info to provide so I’m a bit stuck. Do I just go ahead and do it?
