Marvellous idea. How will any such ban be enforced, given there is no functioning state in Somalia - ie no law enforcement, local regulation etc?

Regional law enforcement, we know it may not stop it but we have to start somewhere. Plus the more people who back it the more we can encourage UK/US government to support the efforts. It's an acorn but unless we water it nothing will grow from it.
