Does fat turn to muscle if you exercise by running etc or just if you do weight training?

As far as I understand it, the fat doesn't really turn into muscle either way. But any kind of exercise is likely to burn off fat, and build muscle in the bits being exercised. More strenuous exercise would tend to build more muscle, so you'd get more noticeable muscles with weight training than just say aerobics. But with a lot of running you'd get muscly legs IYSWIM.
