Rescue cat grooming and litter tray use

Our lovely rescue cat is 6, and been with us a year. She has just come back from spending 3 weeks at my parents whilst we have been on holiday. She has two matted parts of her hair about 3 inches up from her tail on her back. They are like little tussocks. I can't see any scabs or anything, so should I just keep trying to brush them out, or maybe cut them off and let them grow back?

ALSO, I would love her to go outside rather than use a litter tray. she really likes going outside, but actually comes in to use the tray and then goes out again. There are quite a few cats in our area so i don't really want to put a tray outside and have them all poohing in it. Any suggestions?

Mine gets the dreadlocks. They're very difficult/impossible to brush out so you'll need to cut them out. If she'll let you then you can carefully do it yourself, mine goes to the vet for a shave periodically.

No suggestions on the tray use though I'm afraid!
