Kittens driving me insane indoors but we have fox cubs

So they're nearly 10 months and were all ready to go out, microchip cat flap is in and collars with loc8or gizmos.
But now we have a mother and 6!!! Fox Cubs living in one of the neighbours gardens. I thought they'd gone but yesterday saw them at the end of our garden.
What would you do? I read they might not be gone until July. The poor boys are getting bored and restless in the house despite my best efforts to keep them busy. Are foxes much of a risk?

I've seen fox cubs acting in concert once Mum kicks them out and they're hungry. (We have quite the little urban group here.) I wouldn't risk it myself.

Bloody things, I know it's not their fault but they are a pain (and the mess). There is a forest at the back but no they'd rather live in the gardens. I don't know where they're getting their food sources as its all in closed bins.
