He’s 18 weeks old, he’s chewed and swallowed it before I could get it off him.

It’s one of those paper ones rather than wood. Will it just disintegrate in his stomach?

He'll be fine. If he's chewed and swallowed it without any problems the riskiest bit (choking, getting stuck in his throat) has passed. It'll breakdown inside him. Just keep any eye on him to be sure.

We had a dog that ate a pack of firelighters. Didn’t even blink. Emergency vet called out ect. He was absolutely fine the bugger.

As ling as it isn’t stuck in his throat then he’s fine.

Our dog often eats non-food items and it's so worrying.

I would agree with the others who have said that once in his stomach the paper will break down and not be a problem.

BUT I am not a vet, so if you are concerned, maybe phone the vet? If your dog is insured, you might have free access to a phoneline with vet advice.
