Can we 'fix' our dogs fear of other dogs?

We have a 1 yr old Chihuahua, he's a lovely wee chap but despite going to the puppy parties and regular meets with other dog owners, he is terrified of all other dogs, as soon as they come near him he tries to clamber my leg to get into my arms and he will literally rather throttle himself with this lead than let a dog near him.
He hasn't had any experience of aggression from other dogs so I'm not sure why he does it.
Can we fix this behaviour somehow?

This is the sort of issue where you need professional input from a qualified behaviourist (not trainer - it's a behaviour issue not a training one).

As anyone can call themselves a behaviourist, there are a lot of cowboys out there who could do irreparable damage - this fear could end up with your dog becoming reactive, and that's no fun at all for you or the dog (I speak from experience on this one!). To get a good quality behaviourist, go for someone that's CCAB or APBC qualified - they have lists of their behaviourists on their websites
