Really difficult 13 year old

My son who is 14 next month won't stop stealing and lying despite help from parents, family, school, doctors, psychologist & police. What else can be done? Clearly not setting great example for younger sister - not to mention stress levels all round. Any advice??

Did you ever have a good relationship with him, and when did it start to go wrong?

What does he say when you ask why he steals or lies? Why do those things appeal to him?
