Heavy duty face protecting balm/moisturise? For dp

Dp the roofer skin is really suffering this year. Can anyone recommend something he can apply to his face in the morning. I think he's getting windburn or similar he's bright red as if he's been drinking solidly for decades!
I keep thinking something like neutrogena hand cream but more heavy duty?
