How to dress my awkward figure

Hi - I'm 5'4 and about a size 14/16 at the moment. Had a baby last Christmas (third section) and still have a really rounded tummy and overhang.
My legs are very heavy and I have varicose veins which I need to get done at some point - they look awful so if I was to wear a skirt/dress it would have to be full length with tights underneath. I have very wide calves so dresses to the knee do not suit me unless I wear knee length boots.
My toes are awful - ongoing fungal toenail infection which I have tried to get rid of numerous times. No open toe shoes for me!
I have batwing arms so will only wear sleeveless if I have a cardigan on at all times.
I'm at home with kids most of the time and I just wear size 16 jeans which fit badly as my stomach is so low and big and my legs are quiet short. I wear basic tops with hoodies. I'm 38 and am really in a rut.
I wore a maxi dress to a wedding recently - it was nice but did really swamp me.
I'd love to find a full length dress that doesn't have a lot of material the way a maxi dress does. And that is casual enough to wear with fairly flat not open toe shoes on an everyday basis. Does such a thing exist?!

Try to find floaty tops or dresses with an empire line(pulled in under the bust) that way it will skim your tum. Cropped jackets and cardigans would help too. I have big legs so I know how you feel. Try to wear print on your top half to draw the eye up and off your problem areas
