Wedding dress help

I am getting married in July and I really like this dress, but it is a vintage one off and as no longer available, I can't get any details about it.

I'm really hoping that you can help me figure out what it is made of? That skirt seems a mix of chiffon and cotton type material - i don't know what it could be. The bodice seems quite stiff, embroidered silk/cotton?

I'm also quite dark and I think that sea green colour would look better on blonde complexions. I was thinking of remaking it in a light yellow, or amber/brown or even a dark tangerine. (Or cream, but I don't really want to wear white). Does that sound totally hideous?

If you are a dressmaker - does it seem like something that could be recreated?
