Christmas Party coming up and I'm panic stricken.

I want a dress, a miracle dress, a dress that...

Covers very generous cleavage (but not high neck)
No shorter than just below the knee
Is not overly fitted or clingy
I'm a Size 18, busty and short

I prefer smart casual to smart smart.
I like when it goes in under the bust and out (empire line?) because my one redeeming feature is a bit of a waist.

Budget £100 for whole outfit including shoes and jewellery.

Please help a desperate woman!
