DH has a similar version of this linen jacket to wear to a wedding. It is greenish linen with a vague blue and red check. I would buy a tie in the same blue as the blue check.
I don't think it needs a tie. Formal trousers, white shirt and cuff links would be quite a nice look. Maybe a green hanky in the pocket.
