I measured my under bust earlier and it was just under 29, that means my frame size is 29 isnt it?

I havent done the cup measurement yet.

It will be 28 or 30. I'd go 30, purely because it's hard to get much in 28s.

Yep, 28 or 30. Most people who measure I between sizes usually find the smaller size a better fit.
