I have this problem! I use a primer on my eyelids and a waterproof eyeliner. Best I have found are Bobbi Brown gel liner, and Chanel waterproof pencils.

Oh and I use the Laura mercier primer, it lasts forever. Urban decay is apparently very good too

If you don't use foundation and powder, or at least powder on your lids then liquid liner (or any other type for that matter) is very likely to transfer. It could also just be down to the shape of your eyes. If, when you look up, your top lash line touches your socket then it might be an unavoidable problem. You refer to your "eyelid hood", if you have slightly hooded eyes then it is a common problem.

You could try a waterproof liner like Illamasqua's Precision Ink, which doesn't tend to transfer. Illamasqua and also Benefit, do a sealer product too which you can use to waterproof any liquid liner.

Are you talking about liquid liner? If you look down while applying it then keep looking down til it is dry it should be OK. You might need to draw a thinner line though.

Urban Decay 24/7 gel eyeliners don't transfer. I have same problem and now use these. They need a few seconds to fix and then they are there all day.

Another vote for Urban decay - the 24/7 pencils never budge either.
Lovely colours too

bobbi brown gel eyeliner never transfers and a pot of this stuff lasts much longer than a pencil

Another vote for Bobbi Brown. Lots of colours too.
