Why are my eyelids really puffy?

My eyelids and above, so below my eyebrows. It sort of hangs over my eyelids. I think it's always been like that but got more pronounced / I have just noticed it recently. Is it lack of sleep?Excess weight? Do I need surgery? Is this why people lie around with cucumber over their eyes? Is there anything, realistically, short of a scalpel I can do to improve them?

Just tried slices of cucumber, felt really nice but not sure it has helped long term :o
