Any Advice with the biting ??

Hi i've a stressful day with my 16 month old , he always has to have something in his mouth and has been a biter since he got his 1st tooth at 4 months but today was a really manic day and i've bite marks everywhere , he has 16th teeth , he also bites himself none stop even when his hands bleed , he has global development delay , he has just been so wild with it today and doesn't understand what he is doing but its still annoying and hard to handle when you walk by he goes for your legs or hold him and he bites which ever part of your body he can , anyone any tips on how to get him to stop ???

would any of these chewelery things be useful? not sure if he would be too young for them or not.
