That's dreadful- but our local paper is full of similar stories. Compain complain complain. Write one letter and copy to as many people as you can think of.

Complain, complain, complain.
Have you complained before? (presumably yes, about another matter)
I found that after my first 'proper' letter of complaint, my other complaints have been dealt with far more quickly and effectively (amazing)
I spoke to another parent of a child with CP, and she said exactly the same. It's crap that we have to keep complaining, and finding the time to write the letters (like we haven't got enough to do) but that's the only way our children get treatment. I would also go and see you local MP.
