E-Petition for Children with Specialist Health needs?!

I know it is such a morbid subject for some but my son Mon was born with a heart condition around 5 years ago and I always used to be a regular user of Mumsnet from birth onwards and to get advice about my rights returning to work, etc.

My son was mis-managed at a local hospital and as a result lost his life
