Posting here, as have not had replies in SN section:
If you have strong concerns about the way the school, head and SENCO are dealing with a child with SEN (not your own child) is there someone you can make an anonymous complaint to that will have some effect?

Governors or Ofsted perhaps. Think you need to be sure of the situation though bearing in mind you may not be in possession of full facts.

Are you concerned for the child's safety? If they are not at risk and if it's not your own child it's not your business. SEN provision is made in close consultation with parents. If you think you know something bad about their child's treatment that they don't know then tell the parents.

Parents know, but no improvement. Not a safety issue, but inadequacy and poor practice, led by the head.

In what way poor practise and inadequacy? Why do you feel you neeed to tackle this rather than the parents?

i think given the information that you have mentioned, it would be more appropriate to encourgae the parent to take action
