I've been trying to PM someone and that's the message I've been getting.

What does that mean? Does it mean they've been banned or what?

Ah, right. I'm not sure why this person would block PM's from me as I haven't really spoke to them before...I just wanted to ask them something. That's why I was thinking banned.
