Parking fines Scotland - has advice changed?

DH received parking fine last year for car park at outlet centre, Livingstone - it is a private fine, not a council one. Contacted company to see what the fine was for, and were advised overstaying allowed time - think we were there for about 4 hours, which doesn't seem unreasonable for somewhere like Livingstone. Asked them for details of the periods allowed and the woman at the fine company didn't know, and said to contact the shopping centre Hmm. Did a bit of research and the general consensus (from the experts on MSE and similar Grin) seems to be that Scottish courts will not uphold parking fines unless they are issued by police of council.

I believe there was a precedent set in a case in England late last year which suggests parking companies will be able to enforce the notices, but can't find anywhere to suggest same applies in Scotland. Does anyone have any idea?

We had a similar fine at shopping centre in Anniesland. Popped into the shop concerned and they contacted the firm for us and had the fine revoked.

A local car park to us had been issuing fines and has started sending final demand letters threatening debt collectors. So not sure.
