Council house a slum have been offered it

Hi ive been offred a council flat i went to view today aling with several others after bidding i will be moving from 3 bed to 2 bed the flat i viewed was a shit hole full of damp smelly filthy and in terrible disrepair but im slightly desperate as we have bad neighbours and a elderly dog and cat that need a garden so i went along to view it the others didn't want it i deceided to accept the council women said it would look different and they would do the essential repairs so i agreed but the council im dealing with are underhanded I've been a tenant with them for 22 years so i know exactly what they are like I'm very worried that they will call me to collect the keys and sign the tenancy then i will walk into the flat and its still looking like a slum and theres nothing i can do after signing the tenacy
Please help

Are you allowed to accept the flat and then view it finished before signing and accepting the keys?

Hi not really i think u have just got to get the keys and sign for it but im going to refuse to sign for it untill i see it which i have a feeling the council wont allow surely i have a right to look at it in its finished state

I just want to know that its surely illegel to allow someone to move into a damp property squalid conditions etc there must be new electric etc ive been googling and all i can see is housing act etc but nothing can be done except contact enviromental health is run by the very same council !! So if i move into this place im going to be very very stupid if its in the state it was help from landlords or council please thank u
