Can you attach a stone border to paving slabs?

They used those rolls of wooden edging but it's just sitting on top of the paving slabs and is falling over and apart. I can't dig a trench to put the border in as it's paving underneath but wondered if you can get cheap and easy mortar or something to attach stone to paving?

I don't think it would stayup well. you might be better using something wider like bricks

Do you mean the rockery is a heap of earth on top of paving slabs? Do you want to grow things in it?

If so, I'd remove the slabs underneath. They might just be packed together and sitting on sand if you're lucky.
