using underlay under rugs (not carpets)

We have bare floorboards with large area rugs, some of which are worn thin in areas. The house was really very cold and draughty last winter so this year we've been slowly buying more and bigger rugs (DH won't carpet for aesthetic reasons and because he gets to go to a worm office most days while I stay at home and freeze my ass tail off) and I've been adding the thickest possible interlining to our curtains and blinds.

I'm also thinking of ordering some carpet underlay and putting it under the rugs. Would this work to help insulate (and maybe keep the carpets from traveling across the floor too?) Is there anything to consider? I was going to the one with the highest tog rating which seems to be the Cloud 9 11mm. This will obviously raise the rugs off the ground a cm but I was thinking I would cut it so that it ends maybe 10 cm short of the rug itself.

Any advice?

John Lewis sell a great anti-slip product for underneath rugs. I think they offer it in different sizes which you can then cut to size. It's been great for our rugs on wooden floors.
