Have gas regulations changed in the last year?

I have just had the annual gas safety certificate done in the flat I let out.

I was informed by the letting agents (who arrange the safety cert) that the gas fire has been disconnected as there is no ventilation to the flat.

This fire was fitted (admittedly years ago) by British Gas and placed in a fire place that had an open chimney (I remember having it swept before it was put in). Also, it has passed every safety check since then. So, have regulations changed since December 2009 or are the letting agents using a company who are trying it on (have had a lot of problems in the past with their contractors ripping us off)?

Would like to say that my tenants safety is my priority here but I have been ripped off in the past by the plumbers they use and am surprised that suddenly this gasfire isn't ok. I was thinking that maybe I should pay for a different company to do the gas check to verify their work?
