Value added scores

Anyone know how to interpret the value added scores that are published. I realise that they show the progression that the school has managed to achieve with a child but do not know how to read the statistics :(

100 is average progression for the cohort, above 100 is good below one hundred poorer. The actual numbers difference is very small between what is meant to be good and bad. So say 102 would be excellent and 98 not great.
