Please help! advice needed 5 weeks pregnant and hcg levels dropped is there any hope?

Hi There,
Really after some advice please has this happened to anyone?
I found out 2 weeks ago I was pregnant as I'd been on my period for 16days I googled it the and the first thing that came up a miscarriage.
I took a test and got a BFP, went straight to a and e with my partner, they took my hgc levels they were 540 I was told I needed are test in 2 days’ time to check they were rising and that they should double if it was a healthy pregnancy. 48 hour later they had only gone up baby 640 as they hadn’t dropped but hadn’t doubled I was told I needed a retest in another 48hour and my hcg was up to 997 so I was high enough for a scan.
Today I went for the scan they found the sack but nothing in it, they said it could be that it was too small to see yet so booked me in for another in 2 weeks and took my hcg levels again. My levels just came back and they have dropped to 984 they've only dropped by 13 but I'm still bleeding and they've told me it doesn't look good
They bleeding isn’t heavy literally every time in wipe but not enough to go on my pants but it is bright red now.

Is there any hope at all? did this happen to anyone? 2 weeks is a long time not knowing It's making it more difficult. If I know what to expect I can deal with it and move on.

I think if your hgc is dropping then that's not a good sign, sorry
