What are peoples views of the government introducing a dog licencing scheme? (as proposed by this government petition: petition.parliament.uk/petitions/257660

Your thread title is misleading. This is not a Dangerous Dog licence.
This is just the reintroduction of a dog license (abolished in the 80s) which is nothing more than a tax and a niusance. There would be a minority of responsible people who would apply. But my guess is, most people, especially those who really shouldn't own dogs, wouldn't even bother applying. And how do you keep tabs on who has a dog license and who doesn't?

Well only allowing breeders and rescue centres to rehome animals with people who have licences would ensure people take notice before adopting a pet dog?

As for the title of the thread.. I'm pretty sure the details of the petition involve the control of dangerous dogs? Quite relevant.. Thanks

While I would support better education for dog owners, I think there are other actions I'd take first as they'd have more of an impact. Relating the dog training and behaviour world to weed out the dangerous charlatans that some dogs and owners fall victim to, for instance. Better enforcement of microchip laws and working out a way to ensure the details are kept up to date. Ending puppy farming. Licencing rescue centres (currently anyone can call themselves a rescue) as the dodgy ones can be a front for puppy farming.

Don't assume that everyone gets their dog from a breeder or rescue centre. My dog was rehomed several times privately without ever seeing the inside of a rescue centre; most recently he belonged to a friend of mine.
