Window Safety?

Can't see an appropriate place for this thread... it's so hot at home we need the windows open. We have double windows (i.e not a sash) which open either outwards or inwards. DS is 17 months and I'm worried about him climbing up on the sills which he already does, eager to look out at the world. Does anyone know of a contraption like a stair gate or somesuch which you can stretch from left to right of window frame? Or any other ideas?
