Is this stalking / harassment?

Right so I started working at my new job a few months ago. My fiancé lives in a different town to me. I became friends with this boy who works at the same place I do. Then a few weeks ago he sent me a message saying he loved me and couldn't bare to be my friend anymore so he would never contact me again. He hasn't contacted me but I see him at work quite a bit.

I think he tries to be in the same places as me if he can. He never says anything or does anything but he often sits somewhere where he knows I am going to walk past. I found it very disrespectful that he said he loved me even though he knew I have a fiancé and I find it even more annoying that he's there at work and probably hoping I will come and chat to him.

So I'm wondering is this a form of harassment or stalking? I don't see him anywhere outside work so I Don't think its the latter.

If he works with you, you're bound to see him around. If you're not seeing him outside of that, and he's not actually doing anything or even trying to speak to you, then I don't think he's doing anything wrong.
He told you how he felt to explain why he couldn't interact with you anymore, then he stopped interacting with you. Am I missing something?

Yeah may be in just being overly sensitive. The thing is he sits in places where he knows I have to be and I know he's doing it so that he can see me. Also he's always appearing to do loads of work in my department when he doesn't need to.

If you think he's deliberately following you at work and making you uncomfortable, then your best bet is to speak to your line manager.
