flood defences?

in December my village was badly hit by the surge - resulting in most of the house in it were flooded.

The farmer who owns the land surrounding the village is talking of building his own defences, on his own land, to protect the houses he owns as well as his fields. If he goes ahead with this then the whole village will drown next time it floods - surge or not.

Is there anything the village can do to prevent him from doing this - he and his friends are on the Parish Council so its not good going to them.

Try and speak to a planning consultant or your local planning department. Also may be worthwhile speaking to the environment agency.

Thank you, didn't think about the environment agency. He's already made a start on making it, its several feet high in places.
