Moving from a Council property. Charges?

I am moving from a Council premises to a private one. It states in my tenancy I will be charged 'reasonable costs' for leaving items in the home. There is a chance I wount be able to clear everything out in time. Does anyone know what the council call a 'reasonable' cost? Thank you
