Welsh NHS bursery

Dd is hopefully going to Cardiff to do OT. We live in england but she can get Welsh NHS bursery if she works in Wales for 2 years which includes a 1k grant and her course fees paid.
However she is only entitled to a maintenance grant of roughly 2k at the most, which wont cover her accomodation.
If she was applying normally it would be over 5k.
Is this right?

Won’t she still be eligible for student finance?

No from what i gather it looks like she is only entitled to a reduced maintenance loan
www.cardiff.ac.uk/study/undergraduate/funding/funding-your-healthcare-course/nhs-bursary the amount is £2324 + the £1000 grant goes down to £1811 in final year.
