How long to hear from civil service

I had an interview a few weeks ago. They said they'd let people know on September 7th - I haven't heard anything, is it likely that that's because I'm on the back up list?

Or will they be running over time?

My application on the web portal is still open so they haven't said no yet.

I emailed the HR contact yesterday but doubt they'll be able to tell me much. I can't stand the waiting.
