Maybe its Sodium Laureth sulphate you're thinking of? if so - its a surfactant. That means it reduces surface tension so allowing the substance to foam. (well thats how I understand it anyway!)

NaCl is sodium chloride
SO4 9thats supposed to be litte 4) is the sulphate ion. it cant be stuck on to plain ole NaCl as that already has a zero charge.
so basically, youve got the tname wrong.
