Cake leveler.. am I missing something here?!

This cake leveler was given to me as part of a cake decorating kit. Look at the wires! Am I missing something?! They are supposed to be tight aren't they? I cannot for the life of me work out how I can tighten them? Can anyone help? I have a feeling it could just he that they are cheap tat, but I was hoping to use it on my son's birthday cake this weekend. Thankyou in advance if anyone can help.

Yes they are supposed to be quite tight I think it's been bent out of shape looking at the top bit try bending the legs out as far as they can go and see if that helps. Also mine only has one wire and can struggle to cut dense cakes so don't know how well it would work with more then one?
