Too much milk for 16 mo?

Right from the first night of her life, feeding my little girl has been far from straight forward (lost 16% body weight, took 10 weeks to get back to birth weight etc). Weaning has been a nightmare, as she was just not interested, then would only eat Ella's kitchen until 12 mo. She has a restricted diet and hands most food back immediately saying 'No'. We have tried a softly approach as we try to trust that she will eat when hungry. I recently found out that at nursery (4 days a week) they give her 200ml of milk in the morning and afternoon. She has 200ml first thing and last thing too. Surely 800ml of milk a day is getting in the way of her eating? I am worried this is taking away her appetite, meaning she will not eat much food. They said to me that all the others have this, but she is really little compared to the others so should surely be drinking less, in proportion to her body weight? Advice please!

Is she eating lunch at nursery OK?

it does sound a lot especially as from 1 year they only need around 350mls per day. Could you ask them to cut how much they offer or to give water instead.

She did eat well at nursery to start with, but now seems to eat very little. She has gone through a very significant teething patch though.
I have asked them cut out one of those milk feeds already and they reacted with horror but did do it. I will trial dropping the other daytime one on non nursery days and see how it goes. I am reluctant to drop both before this bad teething patch ends (6 teeth in as many weeks including 4 molars) as I am concerned she will not substitute with food until eating is more comfortable. I thought 800ml sounded like a lot too as that is about 500 calories just from milk.
